See where it happens.

Pin open dumping, a broken road, illegal building, or a bribe asked. The map holds the record. The filer is not named.

Why Satya

A quiet public ledger.

Not a complaint portal. A map of corruption and of what is rotting in the street, so neither looks like an isolated event.

Pinned to a place
Every filing lands on the India map at the city, or the exact point you click.
What you can file
Open dumping, damaged roads, illegal construction, encroachment, a bribe asked. Photo, video, or audio is the strongest evidence.
No name on the filing
We do not ask who you are. That is not the same as being beyond a court.
States and cities
All 28 states and 8 union territories, with major cities preloaded for each.

The ledger

Records by issue.

Every pin is counted once. The hole is the total. The ring is the kind of harm: street, structure, or a bribe asked.

    Where it concentrates

    States and issues.

Ranked by how many records sit on the map. A higher count is a thicker trail, not a verdict.

    States

    No state counts yet.

    Issues

    No issue counts yet.

    How a record is stored

What we keep. What we refuse.

A filing is a place, an issue, a short note, and optional evidence. Amount asked is only for a bribe. There is no account field on the row.

    Message for all

We saw what happens when a generation stands up. This is the longer fight.

We saw how Gen-Z came together during the exam leak protest. We are on a mission, and we want our country to rise. We do not want corrupt leaders, corrupt politicians, and this nexus of corruption must stop. We also want streets that are clean, roads that hold, and buildings that were actually allowed.

We are not politicians. We do not aim to be. We are an anonymous group of individuals who want the youth, and anyone still paying attention, to see what they can do, and what they should do. It is time for a rapid transformation of our country.

We also saw bribes.fyi. A student built a public ledger of bribes asked. The country found it. Then it went dark: an indefinite break, data to be wiped, submissions closed. That is what happens when a useful thing is left to stand alone. We are not done because one site had to stop. We are gathering. We are making the system harder to snuff out: more than bribes, a map, a legal wall, people who will moderate, and a record that does not vanish when the traffic spike arrives. If that project showed the demand, this one has to show the staying power.

For the ones reading this, no matter what age you are: your small effort can change our country.

We are not asking much. We are asking you to bring to light what is going on in our country. A bribe asked. Garbage thrown in the open. A road left to crater. A building that should not be there. This is how the ground actually looks.

Ask the right questions. Do you think just removing a minister would change things permanently? Not one person can change the future of a country. This did not bring us together for a single resignation. It brought us together for a bigger cause. We need to make things right from the ground level.

Newspaper, media, social media: everything is being controlled by powerful people. Only the right information and awareness can change our country.

In this era of AI, we should not be fighting for paper leaks. We should be developing the technology of tomorrow.

This map stays honest only if you do.

We need citizens who will help us moderate and verify what is pinned here. A photo of a dump is evidence. A rumour about a neighbour is not. Satya cannot walk every street. People who live on those streets can. If you have time, use it to confirm, to flag, and to keep the record clean.

File only what you saw. Do not invent a bribe. Do not pin a house because you are angry with the family inside it. Do not upload a picture you cannot stand behind. Honesty is the whole method. Without it this is just another feed.

Building a verification wall will take time. We are asking for that patience, and for that labour. If a filing is fake, it will be taken down. If a person keeps posting fiction, they will be removed from this map. Slow is acceptable. False is not.

    Message to government

A public map is not a threat. It is a shorter road to the ward that has to act.

Officers, ministers, commissioners, and anyone who holds a file: take notice of this. People report what they can finish in a minute, on a screen they already trust. They do not report what takes a portal, a captcha, an OTP, and a PDF. An easy website changes the volume of truth that reaches the State. That is not a slogan. It is how the last decade of public service actually behaved.

Satya is built so a citizen can pin garbage in the open, a cratered road, a building that was never sanctioned, or a bribe that was asked, without giving a name. We want your help to put this in front of citizens with the same transparency. Carry it. Link it. Do not bury it. If the map is wrong on a pin, say so in public, with the record number of the work you did.

What we ask in return is simple: for each issue that is real, show the country the action you took.

A press line is not action. A work order is. A cleared dump is. A filled pothole is. A stop-work notice is. A challan is. An FIR is. If you have not acted yet, say that too. Silence is also an answer, and the map will keep the date.

We are not a party. We are not asking you to surrender the State to a website. We are asking you to treat a calm, public record as a tool you can use, and as a standard you can be measured against. Help us take this to citizens. Then close the loop they opened.

    Privacy · Law

Anonymous by design. Not beyond the law.

We are not lawyers. We are not experts. We aim to do everything lawfully. This page is our honest account of how anonymous Satya is, and where Indian law can still reach a filing, a vote, or the people who keep the map up. It is not legal advice.

Not asked, not stored on a filing
Name, phone, email, Aadhaar, or an account. Sign-in is optional and is never attached to a record, a vote, or a comment.
    What a record actually holds
A place, an issue (dumping, roads, illegal building, a bribe asked), a short note, the time it was filed, and any photo, video, or audio you attached. Images are re-encoded so device GPS tags do not survive.
What still exists around the site
A random vote token in your browser. Faces, uniforms, desks, and plates inside evidence. Host and network access logs, typically an IP address and a time, which we do not control the way we control the filing form.

    How anonymous this actually is

Satya does not ask who you are when you file. There is no name field. There is no phone field. A like, a dislike, and a comment sit on a random token in your browser, not on a login. That is real, and it is the most we can honestly promise.

It is not invisibility. A photograph can identify a person in the frame, including you. A precise city and a time can narrow a window. The company that hosts this site, and the network in between, typically keep access logs. If those logs exist, a court or an authorised agency can ask for them. We will not claim they cannot.

If a lawful written order arrives, we will produce what we actually have. We will not build a system whose purpose is to defeat a court. We will also not volunteer a dossier that the law does not require.

    Where the law stops us

These are the statutes that matter for a public map of bribes, open dumping, damaged roads, and illegal building. Read the primary text. Do not take our summary as counsel.

    • Information Technology Act, 2000, ss.69, 69A and 79

Interception and blocking powers. Conditional safe harbour for true intermediaries, not a shield if a court treats Satya as a publisher.

    • IT (Intermediary Guidelines) Rules, 2021, Rule 3(1)(j) and 3(1)(d)

On a written order from an authorised agency, information in our possession must be given, usually within 72 hours. Unlawful content named in a court or government notice must be taken down, usually within 36 hours.

    • IT (Intermediary Guidelines) Rules, 2021, Rule 3(1)(b)

Due diligence includes not hosting content that is impersonating, false, or misleading, and acting when it is brought to notice. Fake civic pins are not speech we will keep. We will take them down. That duty is heavier now that the map is more than unofficial payments.

    • CERT-In directions, 28 April 2022 (IT Act s.70B)

Service providers, intermediaries, and body corporates must keep ICT logs for a rolling 180 days in Indian jurisdiction and produce them when CERT-In orders, or when an incident is reported.

    • Digital Personal Data Protection Act, 2023

An IP address, cookie, or device identifier can be personal data. A privacy page cannot override a lawful demand. Offering this site to people in India can bring the Act into play.

    • Bharatiya Nyaya Sanhita, 2023, s.356 (defamation)

Publishing that a visible person or a named desk took money, or that a neighbour built illegally, can be a civil suit and a criminal complaint. Truth in the public interest is a defence. It has to be proved. A civic pin is not a free pass to smear.

    • Bharatiya Nyaya Sanhita, 2023, s.217 (false information)

Giving false information with intent to cause a public servant to use lawful power against someone else is an offence. A fake pin that is meant to draw the police, the municipality, or a demolition squad onto an innocent person can fall here. Do not use Satya for that.

    • Prevention of Corruption Act, 1988, s.8 (2018 amendment)

Giving a bribe is itself an offence. The narrow compelled exception requires a report to a law-enforcement agency, usually within seven days. A pin on this map is not that report. This statute applies when the issue filed is a bribe. It does not convert a pothole pin into a corruption case.

    • Solid Waste Management Rules, 2016

Local bodies already have a duty to collect, and generators have a duty not to dump in the open. Pinning garbage here is public speech about that duty. It is not a substitute for the municipal complaint, and it does not by itself start a prosecution under these Rules.

    • Constitution of India, Article 243W (municipalities)

Roads, sanitation, and regulation of land-use sit with municipalities under the Twelfth Schedule. Illegal construction is typically a municipal and town-planning matter under state law. Satya can show the street. Only the local body can issue a notice, a demolition order, or a work order.

    • Whistle Blowers Protection Act, 2014

Protects a disclosure made to a Competent Authority through the prescribed channel. It does not protect a public website, and it does not protect the people who run one.

    • Constitution of India, Article 19(1)(a) and 19(2)

Speech is free, and it is limited by public order, defamation, decency, and the sovereignty and security of the State. We stand on the first. We do not pretend the second is not there.

A pin on Satya is a public record, not a complaint to the police, the CVC, a municipality, or a vigilance cell. It does not start a prosecution. It does not give the filer the protection of the Whistle Blowers Protection Act. If what you have belongs with an investigating agency or a ward office, take it there as well.

Do not film a minor. Do not film a private area of anyone’s body. Do not put your own name in the frame. Do not pin a house, a shop, or a person you cannot defend in court. Crop to the dump, the crater, the unauthorised floor, the cash, or the counter when you can.

We need lawyers to build a stronger wall.
Satya is run by people who want this country to rise, not by a law firm. We need both experienced advocates who have stood in an Indian court on speech, technology, municipal law, or the Prevention of Corruption Act, and aspiring lawyers who can read a statute carefully and help us stay inside it.
Help we need: an honest privacy policy, a lawful process for orders under the IT Rules and CERT-In, takedown discipline, and a design that protects filers as far as the law allows, and no further. If that is your work, we want you in this.

We are not experts. We aim to do everything lawfully. If you can help us do that better, this section is the invitation.

Nothing on this page is legal advice, a solicitor-client relationship, or a warranty. Statutes change. Courts disagree. Read the linked texts, and speak to an enrolled advocate before you rely on any of this for yourself.
